The Situation with Shiloh Terrace

This is an email I wrote today, 8/26/25, to a constituent who commented on the sad state of affairs at Shiloh Terrace on the corner of Shiloh and Old Red.

To whit:

Dear Councilman Leep,

The unfinished southbound right turn lane from Old Redwood to Shiloh  Road creates long backups on Old Redwood every day and it’s been that way for far too long. This is a safety issue for cars and bicyclists. There’s no obvious reason these streets haven’t been repaved at this intersection since the new apartments were completed many months ago.  This is the city’s jurisdiction so the responsibility is yours. Please get this done ASAP.

Hi XXX,

Thanks for writing.  It has been a real hassle with the Shiloh Terrace situation. 

I have a lot to say to you about this, so this email may be sort of disjointed and long.  But if you scroll through it, I think you will get a lot of information.  I am in constant contact with Town Manager Jon Davis on the situation.  The problem is that the developer is not very cooperative in general, and I would think it has been a financial burden to get the project complete in the current interest rate situation.  In addition, the Shiloh Road part (going towards Walmart) is tied up with PG&E, who has to get some work done before the area can be paved.

In general, may I say that I have to trust Jon to be doing a good job.  He is very capable and has to balance pissing people off, using carrots to get something accomplished, and penalties to push the developer to move.  It is very difficult.  I hope you are aware of how difficult the financial environment has been lately.  You can’t just expect that you will be able to get someone to do what you want all the time if, for example, they can’t afford to.

My discussion is primarily the parking situation in this article, but actually as I mention I originally wrote about the Shiloh Terrace paving hassle.

Recently, Jon Davis said the following at a Town Council meeting in response to my asking him again.

A letter to the California Contractors State Licensing Board has been submitted requesting a formal investigation be opened for code of conduct of IronCore Constriction.

The Town has also submitted a notice of default to the developer and the surety company, initiating a claim on the performance bond for failure to perform.

XXX, the investigation into code of conduct is a big deal to a developer, and the performance bond is like an insurance policy where we get money to finish the project.

And then on Monday, I sent the following. 

(Note: This is long, so I will give you Jon’s response first):

JB,

We have a meeting with PG&E today to discuss getting that work completed so the project can move ahead on Shiloh side.

Technically yes, they can still rent the apartments, we have found them in violation of the TCO permit and a series of fines now begin to accumulate but no one has to move and apartments can be rented.

I will ask that the developer be made aware of the weed issue and I will loop in fire to see what action we can get on clean up.

Here is my email:
Hi Jon,

While we of course have been trying to wait through this Shiloh Terrace thing,  I’d like to ask about a few things.  One side of the complaints is simply the eyesore that is there.  Here are pictures of the corner, with junk all around, and 6 foot weeds in one area.  Do you think the developer could clean these up?

In addition, there appears to be a new “now leasing” sign, at least I don’t remember seeing it before.  Could be my mistake.  Is this ok according to the rules?
